Summary of our methodology
Tailor the learning journey
This network is designed to support the cities in their digital transformation journey. However, we know that every city in the ASToN network is starting at a slightly different point.
Our goal in Phase 1 was to identify the areas of shared interest and where there were opportunities for the network to learn, together and from each other. The next phases of work are about building on existing strengths in the network, while also exploring new things together that can benefit the whole network.
Phase 2 is made up of three interlinked components:
Learning areas
Thematic clusters
Local activities
In order to develop, test and refine a Local Action Plan that will truly address their problem area, cities are expected to lead the local activities in their city, and be involved in the learning opportunities at network level.
We are taking a mixed-method approach; combining different methods and ways of supporting the community, including:
• facilitated network events
• curated tools to inform local activities • peer-to-peer learning
• bilateral calls
• matchmaking with relevant experts
Cities will be able to decide to experiment (Phase 3) between April – December 2021. This will happen at different times for different cities – they will proceed to the experiment when they are ready and will receive support to assess their readiness against set criteria. In parallel, network activities will be set up to make sure cities can exchange on the experimentation process and learnings.
Balance expert advice with peer exchange
We will be bringing in external expertise to support the ASToN network across all 3 components of our work:
Learningareas like data management, digital governance, experimentation, financing, and other smart city-related learning topics
Thematic areas like mobility, tax, land management, participation and city cleanliness, with deep experience in the African context
Local level expertise to support the city with collaborating with the local ecosystem, progressing on the Local Action Plan and experimenting.
The call for experts for components 1 and 2 will remain live, throughout the project. Expertise for component 3 is being hired directly by the cities.
We’ll balance this type of learning with the opportunity for cities to share learning and knowledge with one another as peers, in focused thematic groups or at network-wide events.
We consider city practitioners as experts in their own field that can and should provide their expertise and feedback to their ASToN peers. This dimension of the project is even more important when it comes to the topic of smart cities and digital technology in general, where the dynamic is very often lead by private actors.
Connect & build a community
We will invest in opportunities for the network to connect and get to know one another, creating opportunities beyond the ASToN project.
We will use digital tools and in person events to create experiences where the network can share knowledge, build connections, learn from each other, and access world-class expertise when they need it.
Note on COVID-19:
The community events and opportunities to convene are restricted by national lockdowns, and limited air travel. We will use this time to explore the digital tools available to us.
Sustain pace through rhythm
We will create a regular schedule of events and activities. This regularity encourages the network to create habits and supports all cities to sustain momentum throughout the projects.
This schedule will have a 3-month rhythm, starting the quarter with activities that is focus on learning and planning upcoming activities, followed by thematic group activities during the quarter, and ending with a moment of reflection.
Note on COVID-19:
We will aim to maintain the rhythm regardless, if the restrictions are lifted we will look to have some network-events in person.
Adapt to the changing needs of the network
ASToN isn’t just about delivering digital innovations in cities, but about building capacity within them. We believe in applying some key messages to our own approach, which is why we will:
• adapt our approaches as we learn about what works
• take a participatory approach, prioritising and co-creating with the network as much as possible
Any changes or iterations to the plans will be guided by data gathered throughout the project, and scheduled moments of reflection.
Nevertheless, each individual in the network is ultimately responsible for taking full advantage of the network to foster personal learning & development.
Note on COVID-19:
Adaptability is particularly important as the cities in the network experience the emergency in different ways.
